Immigration, Refugee and Citizenship Canada (IRCC) are set to implement the new TEER system starting November 16, 2022. Here’s all you need to know about the changes and help you get prepared to get your Permanent Residency.
What is NOC System and what are these new changes?
NOC is a code that describes occupations in the Canadian labor market. NOC is required when applying for a Work Permit or Permanent Residence in Canada. Applicants select the NOC that best fits their job description, and the application will be assessed based on the job description and conditions described in the NOC.
The New TEER System
A new classification system was introduced on November 16, 2022. The NOC skill type and skill level structure (NOC 0, A, B, C and D) will be replaced with a 6-level TEER Categories 0-5, referring to the degree of Training, Education, Experience and Responsibilities needed for an occupation.
Most occupations will stay in the TEER category that is equal to the skill type and skill level in the table below. However, please note that Skill level B jobs may become TEER 2 or TEER 3 jobs.

Notable Changes in New TEER System
- With the transition to the NOC 2021 effective November 16, 2022, the following changes will be made.
- The current NOC skill type and skill level structure (NOC 0, A, B, C and D) will be replaced with 6-level TEER Categories 0-5, referring to the degree of Training, Education, Experience and Responsibilities required by the occupation.
- The 4-digit occupation codes will become 5-digit codes.
Immigration, Refugees and Citizenship Canada (IRCC) will update the eligibility criteria for all programs that use the NOC.
As a result, the following 16 occupations will become eligible under Express Entry.
- Payroll administrators;
- Dental assistants and dental laboratory assistants;
- Nurse aides, orderlies and patient service associates;
- Pharmacy technical assistants and pharmacy assistants;
- Elementary and secondary school teacher assistants;
- Sheriffs and bailiffs;
- Correctional service officers;
- By-law enforcement and other regulatory officers;
- Estheticians, electrologists and related occupations;
- Residential and commercial installers and servicers;
- Pest controllers and fumigators;
- Other repairers and servicers;
- Transport truck drivers;
- Bus drivers, subway operators and other transit operators;
- Heavy equipment operators; and
- Aircraft assemblers and aircraft assembly inspectors.
The following occupations will become ineligible for Express Entry.
- other performers;
- program leaders and instructors in recreation, sport and fitness; and
- tailors, dressmakers, furriers and milliners.

What Should be your Next Steps?
We would advise candidates to take suitable actions depending on the type of profile they have in the Express Entry Pool. Here are some important take-a-away points to help you get started on the first step of getting Permanent Residency:
People who are already in the Express Entry Pool, please review and update your profile according to the new NOC codes which match with the TEER system, implemented by IRCC on November 16, 2022.
Candidates who are eligible and want to create a profile in the Express Entry pool please review the updated job responsibilities and job occupations from the new TEER system. Candidates must also review newly added occupations (also mentioned above) that are now eligible to apply for Express Entry and match the job responsibilities with your profile.
Truck Drivers were the most awaited job profile which is recently added to the eligible occupations for Express Entry along with 15 other occupations.
Candidates already in the Express Entry pool with matching job responsibilities do not get impacted by this change.
